Primary machine running at 100%, secondary machine now at 80%. Less downtime than expected, and less damage than expected.
Turns out the motherboard and main video-card began overheating as the video capture card cooked itself, and the symptoms for that are similar to - but far less expensive than - motherboard/CPU frying.
Took about a dozen testing loops before I figured out what shut down what, but the upshot has been happy repair success.
Of note: No capture from VHS projects until a new capture card is hand.
